When the warrant can't be executed or to put it simply, when it fails, the court may issue a proclamation and grant the accoused a minimum of 30 days to appear before the court and if tit appears to the court that the accused may flee or dispose of his property then the an order for attachement of his property can be issued either simultaneously with the issuance of proclamation or afterwards.

If nbw is not executing in the accused then move an application before the court to start crpc 82 & 83 proceedings
