Non-judicial form 'not to be executed'

Hello all,

One of my friends is selected for a defence job and he needs to draft this bond on a non-judicial stamp paper.

But the notes of his instructions say this : "the bond should not be stamped or executed".

This is what it exactly says  :

"(c) The Agreement Form should not be stamped or executed until the Government has provisionally selected the candidate."

Considering he is provisionally yet to be selected by the govt.. What does the above statement mean? How should I "not" execute or stamp the non-judicial bond?


Please help.
