Passport birth certificate

Dear Sir,

My daughter was born on 3rd February 1990 in my ancestoral home in Uttar Pradesh. However we did not collected her birth certificate.

Now as per the 2006 notification of External Affairs Ministry a birth certificate is needed for those who are born after 26th January 1989 to get a passport. We in no way could get her birth certificate. She now needs to go abroad for further studies.

So I am a bit curious that on the basis of her matriculation certificate and through some sort of affidavit from megistrate office, can we apply for a passport for her. Is there any legal way to deal with the issue.

You may go either for magistrate certificate or Doctor Test Certificate after consultation with officers of Passport office or you may file RTI under RTI Act to solve this
