Mr.Mahesh Mukadam, I am also a layman regarding law, but filed a PIL through one of the senior advocates. As far as I know, PIL can be filed in any High Court if the public interest is of All India Nature. The admissibility of the PIL will be decided by the Court and priliminary arguments will be held before the High Court Judge or the CJ of the High Court. Once the PIL is admitted, notices will be given to the concerned department or the organisation for the expalanation. The subsequent court proceedings will decide the fate of the PIL. Since I am also a novice in the matter, I am proceeding as per my advocates advice. Regarding who will bear the cost, I am bearing the cost on my own. If there are any reimbursements in the cost involved, I shall be glad to know from the learned members as my case is still under admission stage.
