Can unused stamp paper(non judicial) be presented for refund if it has been typed upon and signed upon. It has not been presented before any authority, and has been bought less than 1 month ago. If refund is possible, what is the procedure

Refund of Stamp paper or documents is possible. It has to be sent to the collectorate office and the District Collector has the power to authorise refund after deducting certain charges.
