Reliving letter

Please help me..

I am working for a large PSU bank and have resigned from my services last week. I am a contractual employee and not a permanent employee of this Bank.

However my employer (PSU Bank itself) has told me that they will not issue me a relieving letter since 3 of the accounts (out of 100's) I was handling here have been selected for an enquiry as they became NPA's (Non performing assets) and my employer will not issue me reliving letter unless this enquiry is completed. Now given my past experience it takes them anywhere between 1-1.5 yrs to complete such enquiries and in the end they just issue a letter to improve your performance that's when the enquiry gets completed. 

I have got a good offer from another Bank for a Permanent job but the new employer will need the relieving letter. Please let me know if I have any option and if my current employer can refuse to issue me relieving letter even though I have given them resignation notice and will be serving the notice period of full 1 month as required by my contract.
