Adarsh Building was constructed by private party on defence land. The land is inside the cantonment or may be just outside. DEO or the local military auth , in the instant case the naval commander there, was responsible to allot any defence land for construction of commercial complex.
If Adarsh is declared as a commercial Complex it is within the auth of the local commander to allow any construction funded by any body and every body. That's in gist is the shopping complex ( Maintenace and Administration) Rules, 2006.
I am sure people in the right places will ahve access to this rule and order and get away with the Adarsh Ghotala. Adarsh Ghotala in fact is being enacted across the length and breadth of this country by the military bosses with tacit approval of the bureaucrats in the ministry of Defence, the CAG , the defence audit , the most discredited Chartered Accountants of India , the military top echelons and of course Saint Antoni during his time NON-PUBLIC FUND, Regimental Funds, Private fund, Private ventures (Refer SC Civil Case No 3495 of 2005 decided on 28 Apr 2009 , 10 days before Dr Prayat .J who wrote the order retired).
This RULES 2006 has regularised all illegally encroached privately funded malls and super markets , Golf clubs and godowns , Banquet halls and private schools etc etc in one neat sweep with PAC misled and CAG gagged. Its more than 1.76 lac presumptive loss due to 2G. Its more than corrupting the so called Holy Cows in the forms of military generals and unholy bureaucrats.It is more than corrupting minds and souls of alrady corrupted to core Chartered accountants and the IDAS. It is selling India cheap with Anna diverting attention of the masses to 5 rupee bribe money to the RTO clerk. Its Loot and Plunder of the country by the RAKSHAKS.
