One of the small training company used my services for training and not paid the training fee till date (more than 4 months). Every time I call/sms/email they the ceo informs he has some problems and will pay next week. So many next weeks gone. Recently he changed his email address to avoid receiving my mails; Though he is not changed his mobile number he never lifts the phone and disconnects the call. He sends sms with excuses and asking more time. Can I register cheating case against him? Where should I file case ? In consumer forum or labour court?
