2 complainants

Usually, when a complaint is made in the police station, only one complainant signs and he is reached out by the police in all cases of query. But in case that complainant is not reachable, the police after a while closes the cases  saying it is a false or cites some other cause. So, CAN 2 COMPLAINANTS sign one complaint? Police usually refrains from doing so as they will have to do record statements twice and their work becomes burdensome. But is there any provision given in CrPC? or any where else? (Not specified to a partcular state)
