It depends.  As per RTI Act, the information available on record has to be provided to citizen within 30 days.  In the same manner Citizen charter provides time frame for such services.  Internal rules also prescribe a time frame for taking action.  The duty of public servant is attend to citizens need as early as possible.  Either the information has to be provided or denied stating such reasons, but keeping such information pending may certain circumstances give a suspicion of corrution also and sheert negligence, where the is transparency and accountability is essential in running Govt.
