Admitting one more person in the ownership of land

I had posted the following message few days back.

There is a small piece of land in Chembur which is fully encroached. The owner had found  few years back that the land had been fraudulently transferred to some unknown person. The owner had lodged a police complaint which was closed with the reason that the accused is UNTRACEBLE.  Can this owner admit one of his friends to the ownership of the land by executing stamped document and registering with the appropriate authorities. Does this amount to gifting the part ownership and does this involve any payment to the government as Stamp Duty. IF so, how much. As on date the land though in the name of the owner and fraudulently sale deed executed  is fully encroached and the monetary value is nil till any value is realised. Esteemed members are requested to guide.

I would like to know if another person is admitted as joint owner of this land along with the already 4-5 persons with all the persons signing the document, does this involve any stamp duty payable as per the ready reckoner value?

Facts posted are vague and not clear. 

it is better to consult and engage a local prudent lawyer for appreciation of facts and circumstances / documents, professional advise and necessary proceeding.
