agreements with self financing engineering colleges

will all the conditions of agreement with kerala govt with self financing engineering colleges on engineering admissions and penalties be applicable even if some conditions are unfavourable to public?

the said document is not publicly available.what is the legal status? can either parties( Both  govt and management)enforce any conditions stipulated in the agreement legally?

is the govt empowered to enter into an agreement with self financing colleges binding all ?

Definitely Govt. can enter such agreements but it upon the affected persons to chellenge it. The other parties to the agreement i.e. the self financed engineeting colleges have got no right to raise the question of public policy once they have entered an agreement with govt.
