Ancestral land division between family

Good Morning. 

 

My dad is living in another city from 20 years. We have agriculture land in native village. My grand father dies in 2002 without any Will. My father has one brother, one sister and mother alive. 

As per my father they want to make 4 equal part of the property, but my uncle wants all and they are not leaving the land. In addition to that they had taken some money as a debt and put half of the land as mortgage. 

My grand mother is very old around 87 years, so my dad suggested that that I want to buy 50% (25% land right of my aunt and 25% of my grand mother) and rest 50% will count as 25% of my uncle and 25% of my dad.

So my dad's part will be 75% once we purchase 25%-25% land right from my grand mother and aunty. 

 

the reason my dad wants to do like this is, my grand mother is not able to adjust in city life with us, they want to be in village. My uncle is not giving them money as well as land to farm. My dad wants that lets give them monty so that they can live their last few years life properly.

 

My question is can my dad buy ancestral land from his mother and sister?
