Electricity bill payment by tenant without electricity meter

The flat rented out to a tenant haven't received an electricity meter yet. So the electricity bill is not being generated. However, can owner ask for electricity bill amount from tenant to ensure to cover himself for the average bill that may received by him once meter is received?

How much amount can be asked from tenant against electricity usage? How to calculate that?

No legal issues are involved in the query.  How did other flat owners agree to give electricity without an electricity meter?
