Application for sanad - mumbai high court

A relative of mine has taken VRS and is retired and wants to become advocate, he has completed his LLB studies in 2011 and wants to apply for Sanad at Mumbai high court so as to practice in Mumbai and Goa. Unfortunately he does not have any contact of any senior lawyers(having 10+ years of practice) nor knows any senior lawyers personally who can sign his application which is required to be annexed with the application form of Sanad.

He is ready to provide his ID, address proof, qualification certificate and even sign any declaration/undertaking etc to convince any senior lawyers of Mumbai.

Is there anyway he can get signatures of 2 senior advocate by approaching any lawyer or any NGO or legal firms or any court etc with all his Id's etc and whatever it takes to satisfy them so that they sign his application for Sanad. Is there any help available for those individuals who wants to become advocate and unfortunately do not have any contact of any lawyers who can sign their form.

If he has qualified LLB three years professional course then he should apply to bar council of India for registration
