Article 21 of constitution of india encroached?

ELECTRICITY DEPARTMENT HAS INSTALLED HIGH KV LT DISTRIBUTION BOXES NEAR MY MAINGATE(CLICK https://postimg.org/image/udt0jhuk3/). ITS A PLACE OF RESIDENCE, THERES A INFLUX AND OUTFLUX OF CHILDREN,PETS ADULTS ETCETC. WHAT CAN I DO?? ELECTRICITY DEPARTMENT IS NOT COOPERATING... ISN'T IT ENCROACHES UPON ARTICLE 21 OF INDIAN CONSTITUTION??

File A WRIT OF MANDAMUS AGAINST ELECTRICITY DEPARTMENT THAT THEY HAVE INSTALLED HIGH KV LT DISTRIBUTION BOXES NEAR YOUR MAIN GATE AND THEY TURNED A NELSON'S EYE TO YOUR REPEATED PLEAS AS IT ENDANGERS LIFE OF PEOPLE, PETS ETC WHO RESIDE IN FLATS. High Voltage LT Distribtion boxes cannot be kept within 5 meters(16 feet) of any residence entrance/exit.

You should complain to the Local electricity inspector or his higher ups (Assistant Engineer/Executive Engineer) about the faulty location and the threats to lives of people, animals residing in the vicinity because of installation of High voltage LT distribution.

If there is no redressal of your grievance, you should apply to the high court under article 226 and have the LT Distribution box removed.
