Attrocious behaviour of the admn. incharge

I represented to the CMD through proper channel and the local in-charge said that he will not forward the letter to the Head Office and really he has not forwarded the letter which he is suppose to forward(It was against him) still even after two years.   I don't want leave this matter and every 3 or 4 months i enclose the previous letter and the fresh one for a justice to the CMD.  The latest one which i sent was 4 months back and when i  contacted the admn. people, (my friends) they told that the In-charge told them to keep in the cold storage.  I could not digest. Now,  i don't want even my issue to be resolved but this Adamant  and thick skinned Officer to face this music.    Whether RTI will help?  My feeling is that it will give only the reply. What to do?  I

My case is that my medical treatment in a unapproved hospital was rejected locally by the Administration and i represented the facts and figures and the situation which warranted me to  go in for a unapproved hospital with necessary documents to the CMD i.e. the highest authority.  It is a practice that it should be routed through the local Authorities and here comes this problem.  The local Authority  is not willing to forward and openly told that he will never ever forward the application.  My request every two months or three months  has not reached the Headquarters .  He has opined that the amount is very small (Rs.10000/-) and rejected, but to me it is a matter of principle and am entitled.  Now,  my question is how a letter addressed to the highest Authority can be stopped by the lower authority and what  will be  the action for these kind of arrogant officers who have not bothered about the rules and it is only the might is the right policy for this kind officers.  As usual my plea will not reach the Head Office.Now, I am ready to forego my genuine reimbursement, but how to make dance this officer? .
