Buying an agricultural land

Dear Sir,

I hav selected  an agricultural land near Bangalore, Karnataka, which i want to buy. It is a Govt granted land to SC in 1972. Broker is telling that after the permission from the Deputy Commissioner one can buy.It is less than an acre,.

 I  am a self emplyoed professional and i come under 3rd slab of Income tax. My father had a agri land  of 5 acres in Karnataka. Both of my parents are no more.

1. My son is  in abroad aged 27,, and his income tax returns  of india fall under less than 2 lakhs. Can i buy in his name?

or

2 My father in law is a senior citizen aged 89, having income tax returns  less than 2 lakhs.

or

3. Whether i can buy after having converted it into non agricultural land? For which i should apply or the seller has to apply? Pl advise
