Can a commercial property be used for staying

In a co operative housing society there are 10 shops on ground floor meant for commertial purpose.

The monthly society charges for self owned shop is Rs. 400/- and rented or leased shop is Rs. 500/-.

One of the shop owner who has grocery shop is staying in the same shop with his family.

He has made kitchen etc. in the shop and is using gas stove etc. thereby causing danger to whole society.

Can a commercial property be used as residential ones? If yes,

What society charges to be collected from this person staying in residential shop with his family?

A coomercial property can be used for residential purpose but not vice versa.

Any change in user is illegal.

As for the grocer staying in the premises, apart from change of user, he is not allowed under other regulations also, for example, the Fire Brigade rules.
