Car parking charges for owner if flat is leased

Dear Lawyers, I wanted to check if Owner of the flat who is member of the society leaving outside and rented his flat, Can be denied to park his car in society premises ? and Can there be different parking charges for society Member leaving in society and leaving outside the society?

He can still park his vehicle if the person who had rented from him is not using the parking space
