What kind of protection do you seek for the daughter?  The damage has already been done.  Now another damage is underway ie the kid already 30, only 5 more years remaining for her to be taken into marriage and lead fruitful (child bearing) life.

There sure will be lot of problems when addressinig issue of the mother who ran away.

People will think she will also run away, hence wont take her in marriage.

But its in her hand now.  Find someone who can marry her.  Let her unprove that she is not like her mother by not running away or not opting for divorce only to lead successful married life.

From the mother there is no protection.  Damage already done.  You need to catch hold of some hried mother who can pose as mother at the time of wedding (for photo sake).

Apart from this I dont know what do you mean by protection?

The damang has already been done, then there must be any clause which will give her right to sue  her mother. As she has waited for 10 year, proposals do come but they declined giving no reason ,without waiting how can she prove that the damage is done

Not just mother, you are also responsible for your daughters fate.  How can blame be put only on the mother?  If you were proper, why would your wife run away with someone else?  It takes two to tango.  And when one person moves out of marriage, both of them suffer the brunt of the decision about moving out of marriage.

What kind of punishment should be given to the father in such case, for spoiling his own daughters life even before it started?

There is no legal remedy for your hallucinations and dreamy world queries in Law.  Catch hold of someone who can take your daughter in marriage or else she will become bigger headache for you than you ever imagined.  Fresh candidate, divorceee, widower.. lot of options there. Just stick to one basic need, of getting her married off.  Time is tiking.  Time and tide wait for none.

The daughter was almost 18 years old at that time when her mother left on her own.

It is stigma casted by society as per your post.

The daughter is not responsible.
