Generally private sector do not encourage employees to pursue higher academic qualification and / or follow government rule to seek / provide approval.
You may ask for permission of employer, will be better.
It is not an offence to join LL.B. Course.

If in case you would be desirous of practicing law after completion of this law degree, you may have to fill up the details about your employment while studying law course.
Hence the NOC obtained from your employer to pursue the law degree would be of immense use to you during verification process before enrollment as a lawyer.

Yes. You shall obtain permission from your employer to avoid legal issues in future.

Even if you get the permission of your employer, getting salary cannot be suppressed.The law degree also will be invalid.
