As per your concern let me tell you something about the matter, see basically 26 January (Republic Day), 15 August (Independence Day) and 2 October (Gandhi Jayanti), are the three National Holidays that are observed in our nation.
And thus, all the offices/institution irrespective of under which law they are covered, or whether they are public or private organizations or MNCs should necessarily remain closed.

Hence, the situation you illustrated above gets void since in the first line itself you mentioned - "if a person works on a Public Holiday (Example 15 August)"

Basically, such a scenario wouldn't take place as all Institutions across the nation are Closed Shut on these days.

However, a person could work on a weekend or even on a festive holiday (which takes place and is practiced) if his/her office is open, for which the employee will be awarded according to the OT scheme i.e. Over-Time scheme.

For example, if an office remains functional on Saturdays, then it will allow it's workers or employees to work on that day only if their willing to do so, for which the office will provide them with over-time and a schedule will be provided to them by a day before the OT in which all details about the salary/wage will be discussed.

So that's how actually it works, however no one can work on any of the three National Holidays observed in our country since all offices and institutions are closed.

Hope It Helps!
