Compassionate appointment

Sir, as per the previous guidelines of compassionate appointment, a married daughter of a deceased servant can not be appointed. but as per the G.O.No.165 dt.30.08.2010 of labour & employment department, at time of submitting the application, if she is not married and after her marriage was after the application submission. she can eligible for appointment. as per the g.o. we approached our district collector with a petition on 29.11.10. but till date we have not received any correspondence in this regard. when we approach them, they said we send the paper to the secretariat to get clarification (whether we can give job to her or not, if so in which seniority to be allotted). but i don't know as per the g.o it is clear the district collector may appoint on compassionte ground a married daughter. kindly clarify me what can i do in this matter or can i file writ petition with High Court Madurai. kindly help me
