Confirm immigration consultants certificates before applying

Issuing Advertisement promising post employment facilities in foreign countries, It showed Immigration Consultant was working as recruiting agent without Valid Certificate.

Emigration Act, 1983, Section 16 - Immigration of Indian citizen - Giving consultation in preparation of immigration papers is no offence - Accused, however, issuing advertisement promising post employment facilities in foreign countries such as arranging accommodation and getting social security number, insurance number, driving licence to prospective candidates - Held, it showed accused was working as recruiting agent without valid certificate - Accused guilty of offence under Section 10 - No ground to quash FIR - Interference by High Court will prove to be socially counter-productive and will encourage illegal immigration of Indian citizens.
