Consumer forum's power

In a complaint case in District Consumer Disputes Redressal Forum, Unit-2, Kolkata a final judgment/ decree was passed in favour of the Complainant directing Opposite parties/ JD to return Rs.20,00,000 alongwith bank interest to Complainant/ Decree-Holder. In execution of the decree the Forum ordered to appoint OC of a police station as Court Officer directing the Police to attach all the property of the absconding JDs and sale the movable and deposit the proceeds to Forum and hand over possession of immovable property to Decree-Holder until realisation of the amount due.

Can the Forum pass such order?

If police do not comply the order, what will be the consequences?

Is there any law or provision from which the Forum derives such power?

yes the forum has wide powers to realise the amount. anything concrete can only be said after going through all the documents.
