Conviction followed by registration of case and Police Inves

Dear All,
Nagaland Public service Commission conducted examination for Civil services in 2009. When the result was declared about 11 candidates' results were not declared on the day when the result was declared, rather they were debarred from appearing NPSC for 3 years without any show cause notice, and criminal case was filed against them for tampering answer scripts after the examination, and the Police lunch criminal investigation against them and they were arrested by the police and charge sheet is about to be filled against them.
Under the circumstances, can we file Writ petition challenging the NPSC notification debarring the candidates for 3 years even though police investigation is pending? On the ground that the same was done without following the principle of natural justice. I have some doubts regarding Writ petition as it may be a premature writ. Can any one of you give your valuable suggestions please?
