Does Public apathy lead to flouting of laws?

Is Public apathy the reason for failure of implementation of various laws in India?

 
It is a general perception that laws are flouted regularly by people. Laws are honoured more in breach than in compliance. Smoking in public places, talking on the mobile while driving and jumping red lights are a few instances. We have become immune to the legal system. Do you agree?

I think the laws are not stringent. And also, we know how to escape punishment by giving bribe. Above all we lack the concept of social responsibility. Everybdoy thinks there will be no difference if only me abide laws when many are ready to breach.

Just wanna say Good people do not need laws to tell them to act responsibly, while bad people will find a way around the laws.

our country needs good Governence that can implement the laws most effectively.
