As per your query, let me tell you that currently most of the court proceedings are going online due to the pandemic. However, regarding the complaint I want to let you that you can file the complaint any place where either the incident took place or any place where either the complainant or defendant resides.
So, in case the incident took place in Tamil Nadu you can file the complaint there or you can choose any place either TN or UP wherever either the complainant (you) or the defendant resides.
