As per you query, let me tell you that looking up or noting down the Electricity Meter details before moving in as a tenant are totally legal. Though, these are not usually mentioned, but this is one of a pro-tip that intelligent tentants do as this will avoid any sort of future clash between you and your landlord regarding the electricity bill dispute and all.
So, be an alert tenant, and yes do get the meter reading before you move in, as it is totally fair and no one can stop you from doing so.
