The position is delicate as you have done a fraud of faking a relieving letter which amounts to forgery also, and the company can terminate you for such fraud and they need not pay any benefits to you.
There is no alternative, and it is not known as to whether they were aware of the fraud/forgery in relieving letter, the reasons for such apology letter on white paper (???). Contact a local advocate who is an expert both in labor and criminal matters and explore the possibility of getting relieved on the medical certificate that states your unstable mental status.

That means you have given them "Admission of crime" in writing. Have they informed to your previous employer and got such confirmation from them and still tolerated your offense and consented for continuing the job?
There is a bit of relief as they have not terminated and with your apology letter, they have exonerated your crime in misleading them while getting employment.
Have they informed to your previous employer ? Your past employer can only take action against you by filing a complaint to police and I do not think that your previous employer wants you to take you to task for such petty offense as there is no motive to cheat financially is involved.
Then forget the past unfortunate incidents and be sure that any action against those offenses is highly improbable.
Focus on getting relieved with a medical certificate after submitting a resignation letter stating your health issues.
But before proceeding, take any advocate into confidence.
