Ground floor family raising chickens in apartment building

I stay in an apartment building , which has six apartments and one single room on the ground floor where a family stays, the building has four floors. The ground floor family, which stays in one room have raised chickens ,around six of them and they rear them in the common area on the grou d floor. I think they have even reared a rooster now. It is a big nuisance for us. Other neighbours do not protest. It is very unhygienic. Is it legal to raise chickens like this? Can I file a case against them or file an FIR at the police station? We have tried reasoning with them, but they don't listen.
