How to proceed 'dismissed by default' ?

Dear sirs,

    My father registered a case in court against the Panchayat ( in 2000) who damaged our property by force to construct a ditch without any notice. We have proper patta and other documentation of the land.

 My father appeals for temporary and permanant injunction, in which we got Temprorary  injuction in our favour.

 In 2003, the court passed a judment that until next hearing the temporary injuction will continue  (though both of the parties did't not appear in the court).

 In 2006, the court passed again a judgement that the case will  be dismissed by default ( again both the parties did't appear in the court).

 My query is : 1.  My father expired in 2004 and I am not aware of the above hearing (2006)  and how to proceed                               the case?. 

                       2.  Based on the above judment, the panchayat is not issuing approval for building a home in the                                 specified property?. 

    Kindly suggest me how to resolve the above two issues.
