What do you understand under "general conventions". Is there difference between general conventions and general customs? What is the reason for differentiation between general and particular conventions?

General Conventions are certain practices that have been expressly agreed upon to be followed by the Nations. General Convention may be different from customs on the ground that General conventions are expressly agreed upon practices but customs may not be expressly agreed upon however they might be in practice since antiquity.

If I am not wrong general and particular conventions are differentiated on basis of their following. At times there might be region specific or matter specific conventions which would obviously fall under the category of particular conventions.
