Is outer wall common for all?

I am based in West BengaI and my area is under Baranagar Municipality.

I purchased ground floor of a 2 storied property in 2016 and I am the sole owners of the ground floor. The 1st and 2nd floor are owned by separate buyers. Now there is some confusions related to the Outer Wall. Other owners are claiming that the Outer wall of the property (not the boundary wall) is common to all but as par my understanding the Outer Wall can be used for common purposes for water pipelines, common sewerage and electrical lines i.e. for essential lines only. Please clarify me regarding the rules of Common definition of the Outer walls and if there is any act related to this, kindly share the link.

1. YES .... outer wall of a building is a common wall and used for fixing /installing common purposes.
