Legal heir not admitted as member

When a Legal Heir / Associate member / Nominee is not admitted as member, can a case be filed under section 101 to recover Society dues?

If a Personal Representative (undder power of attorney from the member of Co-op Hsg. Society) lends money, can the member recover this money by deducting it from monthly maintenance bills?

In a situation where not the society has accounted , provisioned, audited and AGM has approved the audited blance sheet but also passes a resolution to clear the loan in an time bound limit, but the office bearers dishonour this AGM's order and refuse to pay back what should be the legal course of action open to the loaner member?
