FIRST HE HAS TO PRODUCE MARRIAGE CERTIFICATE AT INDIAN EMBASY OF THAT COUNTRY, AND APPLY FOR PASSPORT AS WIFE OF INDIAN CITIZEN & VISA TO TRAVEL INDIA .

just apply for PIO card in the Indian embassy for your wife.
