My wife was on ccl on the date of retrospective promotion.

My wife has been granted promotion under FCS to the post of scientist C with retrospective date of 1st July 2021. She was on child care leave at that time and joined duties on 28th August 2021. Now, how her eligibility for next promotion to the post of scientist D will be counted ? Is there any provision to consider her residency for next promotion wef 1st July 2021. Only residency is required wef 1st July, no financial benefits.

How "promotion" is concerned / corerlated with "residency" ?

Under FCS promotion is subjected to fulfilment of minimum residency period which is 4 years in case of Scientist C to Scientist D. Since she assumed duties as Scientist C on 28.08.2021 instead of 1.7.2022. Her residency starts from 28.8.2021.   However, after 4 years on 01.07.25, all the other candidates will be completing the required residency of 4 years except my wife. She will complete 4 years as Scientist C on 28.08.2025. Her juniors (those place below her in that particular batch) will be completing the residency and be eligible for promotion. In this case what are provisions? Can she be considered along with her batch. Is there any provision ? The promotion was given from retrospective effect wef 01.07.2021.

Her serniority will reamin intact and the fiancial effect of promotion will start from the date of joining.
