In most of the govt. vacancies it is required to submit N.O.C,FOR APPEARING IN INTERVIEWS.Otherwise their candidatures are not considered & T.A,D.A etc are not released.Althogh in case of Even chief Ministers first they are allowed to get selected then become member of either legislative assembly/Councils.Why there is no equality amongst all Indians?Is it not depriving the professionals to get the equal opputunities?
Is not against the human rights?Well after selection they may be given sufficient time to submit N.O.C .
