Pagdi chawl room renovation issue

Dear Expert,

I am tenant in pagadi chawl for 32 years. As per legal document and best of my knowledge I am co-owner of the room except I need permission from landlord for any renovation and I have to pay certain percentage if I sell the room as per law. 


1) Now I want to renovate room and want to make it one plus one ( the upper floor) under the rules of BMC. But my landlord demanding money for permission which is not even mentioned in agreement of purchased pagadi room. Our area already declared as Slum under SRA Act. So should I need to give him money for permission? Is there any such kind of clause in Property Law?


2) Before we are paying rent which is mentioned in purchased agreement. But after few years my landlord stop giving me the rent receipt so we stopped giving rent by informing him the same. Now he demanding the rent until now. He is not paying the property tax also. Should we need to pay him the rent in such conditions? If I pay the property tax  then It will give me any benefit?
