Passing electrical wire over my house

Sir, My neighbor has constructed new home and while shifting his electrical connection, he has passed electrical line over my home which I was not using for sometime now. I noticed recently and gave complaint to electricity board, but they are not taking any action. They are saying that I should have objected at that time and once the service is started, I cannot complain it seems. My neighbor is not keeping good terms with many and we cannot talk to him. Now I have to renovate the house and this wire will affect my work. Now my question is, how electricity board can pass live wire over a building irrespective of whether occupant is present or not. Don't they have certain norms to be followed while commissioning electrical lines. What I can do now? Can I go legally in case if they do not address the issue based on my request.
