I am of the view that phone can be tapped legally by the government in accordance with the legal mechanism as provided under section 5(2) of the Telegraph act. In National level it is the Union Home secretary and in the State the State Home secretary who can tapped phone on the grounds of seurity of the state and public Order to prevent commission of offence. But it should not be used to for the mere sake of eliciting the privacy of the citizen.

Phone can be tapped. If not permitted to do so, anti national  elements will take advantage of it. No one has the right  to defeat the interest of the nation

Its legal only in Wartime. Terrorism does not come under the definition of war. [ref:Rome Statute]. Giani Zail Singh as the President nearly dismissed Indira Gandhi's government on Postal interception of letters.
