Power of executor of will

What are the powers of executor of will. Can a person who is named as executor in the will define the legal heirs. We are two brother and two sisters. My elder brother has refused to sign the affidavits for transfer of house bought by my father. As per the will my mother is the sole heir and executor of all the property movable and immovable.

Finally after taking to one of the lawyer, we came to know that the executor of the will can define the legal heirs so we have filed the documents wherein we have excluded the name of my elder brother. Now the department is objecting stating that we have hidden the details of my elder brother.

Please advice if the executor of the will can define the legal heirs or not.

The department is now planning to take legel action action against us for producing false documents wherein we have excluded my elder brother's name.
