No every will is not required to be probated , only in some state like maharashtra , kerla , AP etc probate of will is compulsary , generally in other state no need to probate the will , to probate the will is required if will is incomplete and challenged in the court .

In some States probate on will is not required. But there are occasions when you have to establish your rights. For instance if you want to avail a loan on the property or if you want to sell it, the other party may not accept your right on the basis of the Will alone. When you try to sell your property the purchaser would like to assure for himself that your right to sell is not in dispute. On such occasions you may have to obtain a probate to satisfy the other party and also to get a good price for your property.
