Promissory note suit in agency area

A person lent money to another person on a promissory note. Another person failed to repay, The lender filed a suit in court and it got rejected by the court on the ground that 'the lender area declared as agency area', so need to file suit in the respective district collectorate.

Can anyone explain what and how will be the end-to-end process go? 

*Already paid court fee, is it refundable? Is there a need to again pay the fee in the district collectorate?

Supreme Court: Court Fees is to be refunded to plaintiff if plaint is returned
