Recruitment to RAS -needs amendment

RPSC has issued notification for exams for selections to the post of RAS & allied services on 30 06 2010.The minimum age limit has been fixed at 21 years it is OK but I fail to understand as what makes RPSC to fix the date as 1st January 2011 whereas session in school or College commences in July or August.It should be 1st July 2011.
A child who is eligible to appear in secondary or Senior Secondary when qualifies for the criteria of age then 3 years for graduation should be added .
As per notification student appearing in final year of his/her degrr exam is eligible then why January has been thought of.RPSC itself admits that it will take 1-1/4 year to complete the process then what is the justification? UPSC too has 1st August as the cut-off date.(for IAS).
 Last date for submission of the application has been fixed as30th July.
