Appointment on Compassionate grounds is given to one family member only and there are more than one family member is eligible for the job, others need to give a No objection letter, and the person who shall be getting the job has to give an undertaking that he/she shall take care of the family of deceased. In your case, since your brother is a minor he is not eligible to be appointed to a job right now. It's normal logic that whoever is youngest gets the job, longer the job shall be benefitting the family.

Therefore, you may contact the Department concerned and obtain full particulars, and be guided by their rules and regulations for appointment under compassionate grounds in place of your deceased Father.

If there is no objection from any other family member your case can be considered for compassionate appointment by railways.
