Sale of permit -Water pipeline from river to agicultural lan

Dear  All,

           I have question on selling the pipeline permit issued by public work department of TN govt. A water pipeline is constructed from the river to agricultural land used only for farming purpose under the permission of PWD and related departments. This was done in the year 1993-94. Is it legal to sell the pipeline permit either in full or 1/3 share to a 3rd party?

It happend in my case. If it is illegal how can I recover it.

Is there any way of getting the govt order barring the sale?

Please help me.
