The land is stated to have been allotted to SC of the State (Karnataka), which can not be sold / transferrred.

However, local laws apply to the question, consult a local lawyer for proper appreciation of facts and professional guidance.

Land and Land Revenue is a local subject. Only a local advocate would be in a position to help you. You can, as well, seek the infromation under the Right to Information Act.

Please search and study the orders, if there are exemptions, it should have been stated in the same circular as to when and what circumstances The collector can permit for the sale of land belonging to SC. For selling the land to same SC/ST there may not be restrictions.
