seniority dispute between employees

A seniority dispute between two employees of our office is pending in high court of telangana from 2017...the hon'ble h.c.ordered not to effect promotion until further orders...
after another employee filed impleading petition stating that i am not all concerned with the dispute because she is the senior of the petitioner and respondent also...so..prayed to vacate the stay....
then the hon'ble h.c.issued orders as...however the impleaded petitioner is senior than the first petitioner and respondent...finalizing the seniority is must and ordered to finalize the seniority within 4 weeks...
now the seniority finalized and sumbitted before the hon'ble h.c...but the head of the office who is our boss is not giving promotion to the impleaded petitioner..eventhough the first petitioner and respondent are retired from service on superannuation..
is the stay issued on first petition in force forever are..expired after 4 years???.
the seniority is finalized and aubmitted to the h.c..is not enough to get promotion to other emplyees who are not at all related to the dispute??
